ICPAR Launches IPSAS Masterclass 2025 to Strengthen Transparency and Accountability
The Institute of Certified Public Accountants of Rwanda (ICPAR) has officially launched the IPSAS Masterclass 2025, a high-level professional development program themed “Strengthening Transparency and Accountability through IPSAS.”
The program is designed to reinforce Rwanda’s ongoing journey toward transparency, accountability, and the adoption of international best practices in public financial management. By embracing the International Public Sector Accounting Standards (IPSAS), Rwanda continues to align its financial reporting systems with globally recognized standards that promote credibility, comparability, and trust in both national and institutional financial reporting.
More than 130 delegates from public institutions and key organizations—including MINECOFIN, RRA, RBC, BRD, City of Kigali, RISA, MINAGRI, and FERWAFA—are participating in the 2025 edition. The Masterclass provides a platform for capacity building, peer exchange, and practical learning, ensuring that participants are fully equipped to apply IPSAS standards effectively and address implementation challenges.
In line with Rwanda’s National Strategy for Transformation (NST2) and Vision 2050, the Masterclass supports national efforts to build a transparent, accountable, and knowledge-based economy. Through high-quality financial reporting and adherence to IPSAS, the country aims to enhance fiscal discipline, attract investment, and build confidence among development partners.
Key topics at the Masterclass include Budget Reporting and Fiscal Transparency (IPSAS 24), Employee Benefits Accounting (IPSAS 39), Revenue Arrangements and Taxes (IPSAS 47), and emerging issues in sustainability and climate-related reporting.
Delivering the keynote address, Jean Baptiste Sande, Accountant General at the Ministry of Finance and Economic Planning (MINECOFIN), commended ICPAR for its commitment to professional excellence and its role in advancing Rwanda’s financial governance reforms.
The IPSAS Masterclass 2025 continues to position Rwanda as a leader in public financial management reform—bridging local expertise with international standards to ensure efficiency, accountability, and sustainable development.
